Scope and Content
Papers relating to the five sessions of the Special Papal Commission on Birth and Population Control and to the three meetings of the planning groups: consisting of material from meetings, correspondence, theological papers, demographic papers, sociological papers, economic papers, medical papers, and psychological papers.
Background
John Marshall was one of the original six members appointed by Pope John XXIII to the Special Papal Commission on Birth and Population Control. He attended all five sessions of the Commission except for the last week of the fifth session when the Cardinals and Bishops met for their final meeting with a few of the lay-members in attendance. He was also a member of the planning group for the fourth and fifth sessions.

The Constitution governing the working of the Commission was only produced by the Holy See prior to the fifth session. Before this the Commission worked without an official constitution, agreeing working procedures as it went along.

This is largely administrative but there are some letters of wider import.
CBCC 2 Series : Papers submitted to the Commission.
These are mostly papers prepared by members of the Commission themselves but there are a few by non-members which were placed before the Commission by one or other of the members. The red numbers have been given to the papers for the purpose of this archive. Some carry blue numbers which were given at the time according to a system which was not maintained. They are divided into three sections: Theological papers T1 to T43; Demographic, Sociological and Economic papers D1 to D30; Medical and Psychological papers M1 to M38.
